Peer Support Governors

PSGs are governors with at least three years’ experience who have been involved fully in school improvement in their own schools and are keen to share their skills, knowledge and understanding with other colleagues. 

The PSG role focuses on supporting other governing bodies to develop their skills so that they can improve practice within their own schools and support the Headteacher and staff in improving outcomes for children. This may be by supporting the full governing body or by working with individual governors such as the Chair or lead link governors.

David Fishburn

David Fishburn

David presently serves on two Governing Bodies.  He is chair of governors at Leeming and Londonderry CP School and an LA governor at Hipswell C of E Voluntary Controlled school.  

Prior to serving as a governor, David was a Headteacher of a large CE primary school and Headteacher of a Catterick Garrison CE school.  During his twenty years as a Headteacher he worked for North Yorkshire’s Education Advisory Service as Consultant Headteacher, a School Improvement Adviser and was a trained Ofsted Inspector.  

After retiring in 2008 David worked with the LA as a Consultant Headteacher in three schools requiring improvement. After working with these schools Ofsted graded them as good.  David has a keen interest in supporting children with learning needs and in developing teachers through realistic and relevant performance management processes. 


Andrea Offord

Andrea has worked as a governor in local schools for the past 18 years. She has a wealth of experience in the role of Chair and is currently the Vice Chair at Brompton-on-Swale Primary School.

As the Alliance manager Andrea has a good understanding of the Teaching School agenda and the need for schools to work collaboratively to drive school improvement. As such she has worked with the LA and Consultant Headteachers with the governance aspects of implementing school support plans.

Andrea is keen to support governors in understanding their role and the skills required for effective governance. She facilitates the Alliance ‘Chair of Governors’ network meetings and works in collaboration with the LA and Leeds Beckett University to deliver the Chair of Governor Development programme.



Penny Robson

Penny Robson

Penny is currently Chair of governors at Pickhill C of E Primary School where she has been a governor since 2011 when the school was judged to be in Special Measures. In 2014 the school was judged to be ‘Good’ and Penny was described as “very knowledgeable and well supported by other governors.”

Penny has had a long career in education including teaching, SENCO, local authority officer and private consultancy. She is extremely interested in the education of children with special educational needs and was a member of the DFES’ national SEN Team.

Penny believes that good governance is key to school improvement and has worked with her Governing body to focus on its strategic role, developing a clear vision, rigorous monitoring and evaluation and evidence based self assessment. She is currently completing the Chairs’ of Governors Leadership development Course.
